9mm is generally the cheapest, followed by .40 and then .45.
They are all pretty popular. I doubt you would have trouble finding any of those calibres at any gun store.
Less gunpowder, brass and lead are needed to make 9mm, so it is cheapest.
 
However if you check out Wolf bullets or Canadian Combat Masters, you can find that they sell low price reloads. i am not sure what Wolf sells his bullets for but CCM sells their loaded low lead 180 CMJ 40 for $195 plus GST and their 180 FMJ 40 for $175 plus GST.
 
Wholesale Sports sells 9mm for $9.99, 40 S&W for $13.99, and 45 auto for $17.99 (50 rounds - Winchester WinClean brand). I'm sure better deals can be found in bulk purchases somewhere, but 9mm is fairly cheap to shoot.
