Go with a 1/7" twist. You can shoot any bullet up to 80 grains. 80 gr bullets are good to go out to 600 yards.
Don't look to swap many (if any) parts between the AR-10 and Ar-15. I'd go with a DI AR-15 because ammo is cheaper and .308 has no big advantage over .223 at 200-300 yards.
I'd go with:
20" 1/7" Hbar barrel by any reputable maker
flat top upper from any reputable maker
lower from any reputable maker
A2 stock
Stock trigger (if your budget allows go up to a match trigger by geiselle)
A scope in the 1-4x range. I use a fixed 4x ACOG and a Trijicon accupoint 1.25-4x. Both are awesome, but expensive. There are cheaper options for you out there though.
Forget all the cheese grater rails, lights and other fancy accessories. Spend the rest of your money on ammo.
I was thinking AR10 at first only because i have .308 projectiles and reloading stuff, the ar15 definitely seems like the better option to start with though.
Optics, well i'll likely just use what i have extra at the time when the build is done
I have a stock picked out that i'm somewhat attached too, its the bell and carlson thumb-hole stock, i love the look on the ar's and my other thumb-hole stocks on the bolt guns are comfy
I'm going to try and incorporate as many canadian made parts as possible also, i was thinking of albert tactical for a barrel, and a dlask lower. i want to get the 2 more expensive bits out of the way first

IMHO, forget the 20" barrel and go with a 16. These days at Connaught all the competitors are switching as 20 offers no real advantage over a 16 and you can use the length savings by accepting more weight from a heavier barrel profile.
