X ring is a 2 inch circle
10 ring is a 4 inch circle


Older person on right with the brown shooting jacket knows his stuff.
 
They do let in some non-Swiss, even though they don't have to. They do need a high percentage of Swiss, otherwise their reason to exist comes into question with the Swiss army.
