Another Sask game draw question

My 14 yr old nephew just got drawn for antlerless moose in 45 his first year in the super A pool, while my brother in law didn't get drawn on his 7th try from the super A. Does anyone know exactly how the draw works?
 
Pool status matters, but there is still luck of the draw. E.g. if there are more entrants with SuperA status for a zone than their animals in the quota, i.e. a zone with a quota of 37 animals gets 38 or more applicants with SuperA status, somebody with SuperA still isn't getting a tag.

And the odds don't know that your brother-in-law didn't get drawn six times before while SuperA. If he applied for the same zone as your nephew this year he had no better chance than your nephew.

But to answer your specific question "Does anyone know exactly how the draw works?" - I don't, and I'm not sure even the people who operate the draw know exactly how it works.
 
May have something to do with your nephew being a youth. I have noticed recently that anyone under 18 yrs old seem to has a better chance of being drawn than older hunters so have been adding a youth hunter to my group app when ever possible
 
The Sask Big Game draw has had problems for years. There are people who have been in the super A pool for Fort a la Corne for 25 years and have not been drawn, and those who get drawn for the same area every 4-6 years. My wife was in Super A for a certain zone this year and did not get drawn and myself and father in law were drawn and we have less seniority that she for that zone. Go figure. I have my theories ...
