Paramount actions are in the RPA family sort of...from memory. What started off as a single shot target rifle action in the UK was an action called the SWING in the early 70's. As the company was bought and sold each new owner made modification. SWING, Paramount, RPA 2000, RPA Quadlock. Of course other models have been added throughout the years including the RPA Quadlite and the now banned RPA Quadlock Range Master (.50 cal) Note that the recent OIC just named the Quadlock however it is only the .50 cal Rangemaster that intended to be listed.

Paramounts are still in use as a target rifle/Palma rifle.

I bought one of the sister variations Maynard was talking about based on the swing. Same sites as yours, but in a Robertson stock. I paid 1000. Comically it was Maynard I phoned to figure out exactly what variation of the action it was, as it didnt have a name, only a sn on it. It’s a safe queen until my daughter gets old enough to fit it.
 
As others have identified it’s an early Paramount action, designed by Brit George Swenson in 1971. When custom actions were permitted for TR shooting in the UK and elsewhere this was one of the early British entries. Sight looks like a Parker Hale? And the stock is a Hans Adloch laminate pretty common for west coasters, I have one sitting around for my RPA 2000 but later switched to a Warner fiberglass TR stock.

The primary extraction on the early Paramounts and Swings can be a little tough, but it’s a solid action built for TR length barrel support and used in English Match Rifle competition as well which sees shooters firing 308 Win loaded with 200 grain bullets and stiff powder charges at 1000, 1100 and 1200 yards with iron sights.

It’s a nice vintage rig but unfortunately with a limited market sadly.
 
Bore condition would be a significant factor in its valuation. It my have been fired a LOT.
The bore and chamber may be optimized for the use of NATO pattern ball ammunition. Thirty years ago, that would have been a premium full bore target rifle.
The scope bases are for an externally adjustable scope. Don't see too many of those in use any more. The receiver may or may not be drilled and tapped for other scope bases.
Looking at the stock, it occurred to me that I might have a very similar unfinished blank.
 
Sorry one correction, the rear sight appears to be a RPA Trakker, which has some demand with all the guys who have M24’s. You might consider selling the rear sight on its own as it could probably get $300 to $400 with the right buyer. The early M24’s had Redfield Palma rear sights but when the supply dried up ( Redfields dated back to the 60’s and early 70’s) Remington switched to RPA sights.

Just an option to consider as rifles with iron sights tend to be a limited crowd. Might be better to sell sans sights and leave it to the buyer to drop a scope on it of their choice.

As for the sight block at the front of the action some shooters ( like me ) use one as a place to hook a stretch fabric mirage band with the other end hooked to the front sight base. One possibility anyway.

OK Weber may be able to supply a scope base as well for any prospective purchaser who wants that option. It’s a pretty basic round action with a 1.375” diameter though some were available in 1.5”.

Actually designed by George Swenson and Laurie (sp) Ingram, hence the 2 names combined to become SWING. I believe the first action to debut at Bisley was called SIN 71 in 1971. Paramount came after SWING. Paramount also made rear sights that I believe are early TRAKKER sights as the designs and tooling move from one company to the next. Still lots of SWINGs and Paramount actions used in the UK and still a few around in use here in Canada in the TR game.

I love it, and second the suggestion. It’s humbling and takes time to advance but if you’re patient and dedicated you won’t be disappointed

2023 worlds is in south africa
2019 was in Trenton New Zealand

Berger south west nationals, camp perry etc

Or if you like the Carribbean competitions there’s the west indie championships rotating between guyana, antigua, jamaica, trinidad, barbados. The Captain for The Canadian team though is kinda a light weight though so you end up drinking with the irish, and english girls!
 
Cool to hear more about these old target rifles. I don't know much about them, but I think they're really cool, and have a couple Scandinavian ones.

I think Gareth was shooting an RPA and I know Ken was shooting a Barnard in Guyana. Calvert from the UK who is a multiple Queen's Prize winner shoots a SWING.

If you ever think that you have a rock solid hold with iron sights and a sling, slip that Unertl on and try shooting :runaway:.

I know a lot of guys in the US that shoot with a scope with a jacket and sling and I don't know how they do it. I just can't talk myself into breaking the shot. Maybe I just need more practice.
