Check my website. I import 11mm French components from France. Not cheap, though. Lead is a btch to ship across the pond...
 
You are correct. If you can apply for an import permit from the Canadian government, they can ship. However, I believe you need an RN number to get the import permit. Not sure how this would work with Austria. I just sold some center fire components to a customer in Italy - imagine! from France to Canada, and then from Canada to Italy, when they are practically side-by-side...

RN is not required for a IIC.

And as I said, double check with hc-collection, while there was a time they did, they have not needed an IIC or import permit recently.
