Excuse my ignorance, but I can't seem to find any information on this.
With an antique status revolver, can any replacements be made on the firearm for worn out parts? Can you replace the barrel, cylinder etc with modern replica parts? What are the ins and outs for repairing an antique firearm?

I'm kind of just assuming there's some stupid rule about this considering what country we live in

For the most part as long as the frame remains original - you are ok.

This may be questionable for some guns where the parts were used to prove antiqueness - e.g a belgian revolver would usually have the defining proofmarks on the cylinder, but as long as you keep the original parts you should be fine.
