Any Meprolight M21 experts??? Optic maxed out but rifle still shoots low

This is in reference to my post in the rimfire forum.

"Got my new ISSC Mk22 rifle this weekend and went to the range. Before leaving I mounted my Meprolight M21 sight to the rifle and made sure that it looks level. At the range, 10 rounds 50 yards not even on paper. Tilted the optic down with the rear "UP" screw and got my grouping to move up only slightly. Did this several times till eventually the optic adjustments were pinned! With the rear of the optic all the way up and front all the way down. Grouping still 8 MOA low at 50 yards. Ok so something is seriously wrong here.

I will test the rifle with just iron sights tonight to start the elimination process. Not sure if this belongs in the rimfire section either but it is a rimfire rifle and maybe someone else had a similar issue with the ISSC Mk22"

So my next question is, is there another adjustment on this optic other than the top screw that says "up" for elevation? Is there a way to move the bullseye itself? I looked all over for some possible info or instructions and came up with nothing.
