Bullpups are not legal ? IS it not by law the OAL and the Mosin and the SKS kits are over 28" OAL

No.

Bullpups are prescribed prohibited unless the gun comes out of the factory in a bullpup stock and can't be fired without it.

A bullpup firearm can be entirely legal.
The accepted bullpups, like the Tavor, don't have a stock, as such. The ergonomic parts are also functional components of the firearm.

As long as the OAL is satisfied, WTF can't we put one of these stocks onto an old MN?

Doesn't make any sense...and yes my buddy has an unbelievably horrible "sporterized" MN ... and I could get it cheap.
