I think it's an Estonian soldier. Thats one whacky mounting system.

Looks like it allows the use of irons. Wouldn't it be far better to co-witness?

Somebody in the military has lost sight of shooting accurately and technique for consistent accuracy, you see alot of this kinda thing on military rifles and I wonder how they can hit anything.
