Anybody tune barrel harmonics?

I seen a video of a guy comparing groups with the harmonics tuned to without them used and i would say he cut his groups in half...does anyone have experience with it?
 
The Mini 14 Target and some Browning rifles have harmonic tuners attached to the end of their barrels. Browning claims that it allows their rifles to be tuned to any type of ammunition rather than having to tune the load to the rifle. I've seen the Browning BOSS system in action and it really does work but if you can spare the time it's probably more to your advantage to tailor the ammo rather than the rifle.
 
Not sure if it`s still available but some company used to sell a big rubber o-ring type of doniker that you move to adjust the barrel harmonics. Can`t say if it worked or not but wasn`t very expensive and would be easy to come up with a similar rig in most home shops.
 
My better half and I were in grouse river outfitters in Kelowna last weekend and she sheepishly walked up to me with the limbsaver in her hand and asked WTF it was for...
 
I have the Limbsaver big-rubber-O-ring-kind-of-doinker on my Mini-14 Target. That gun produced roughly 1 1/4 MOA accuracy with the original Ruger harmonic stabilizer adjusted to the ammo (cheapo Winchester white box). I didn't like the weight, so I had the barrel cut down to 18.5 inches, i.e. completely removing the super-coarse threads for the stabilizer. The Limbsaver gizmo, mounted right in front of the gas block, produces the same accuracy as the harmonic doohickey did, while making the gun much shorter and handier.

Shooting with just the naked barrel usually gives about 2 MOA, both before and after the barrel chop. I'm sure that some careful load development would shrink all these numbers, but I didn't buy this gun so that I could crawl around in the weeds looking for empties.:D Long story short: I think that these things can produce an improvement, but they aren't magic cure-alls that will turn a dog into a tack-driver.
 
I've heard of guys using O rings and just adding/moving them till they find the sweet spot. Never done it myself.
