So far, all my firearm purchasing, has been from dealers. If I should want to purchase a gun from a private individual by mail, phone, or on the web,what is the procedure?I live in Manitoba and would like to purchase a rifle from a gentleman in Ontario.I do have a PAL. and the gentleman says his gun is registered.

u have to give your pal # and he has to call ..1 800 731 4000. he will then give u a transfer # then u have to call to confirm.
 
Check him /her out some guy here not to long ago got screwed, has not gotten the money.. so certified cheque or cash best advice I can give you. I would admingine that 99% of the guys here are stand up people. I did one with a friend and it took about 5 mins or so.
 
I don't think his vital questions have been answered.
When a firearm is sold and bought at a distance, the money has to be sent to the seller, before he will send the gun, or start registration. So be sure you know what you are getting. Have him send detailed pictures, of all parts of the firearm.
When a deal is decided on, get the letters of confirmation, by email, is the usual way, slow mail, if nothing else.
Then you will have to send the money order or cheque. When the seller has the funds, he should initiate registration, then send the firearm off, insured and accompanied by the registration certificate.

I believe that would be the "I'll take it" and "it's yours" portions of the deal.

The procedure:

1) Buyer and seller agree on a deal.
2) Buyer sends money to seller.
3) Seller receives payment, calls CFC and begins transfer, gets a reference number from the CFC.
4) Buyer calls CFC with the reference number and completes the transfer. Usually, a non-restricted transfer is approved immediately while on the phone with the CFC.
5) Seller calls CFC to confirm transfer is approved and mails the gun to buyer.

If I have a rifle for sale and someone pm's or emails me that they will take it I reply asking for their PAL number, name, address, phone number and request payment. (Usually emt). Once payment is received I proceed.

I contact 1 800 731-4000 (1-4-2-1) and start the transfer and get a *reference number.

Then I contact the buyer and tell him to complete the transfer he needs to phone 1 – 800 – 731 – 4000 and when he gets an answer dial 1 – 4 – 2 – 2 (pause between numbers) and that will connect you to the correct person. Tell them you have a reference number (*######xx) and answer their questions and the transfer will be completed and a new registration certificate will be sent.

I then mail the rifle (temporarily lending it to the buyer who has a valid PAL) cheapest parcel post signature required. Very securely packaged.

It can be done in minutes...

The previous posters have already covered the details, but I would recommend/stress three things...

1) Since this is the first "remote" deal you've done, try to contact the seller by phone to discuss the transaction. I often get a very good sense of the honesty of the deal by listening to the seller's tone when answering my questions.

2) Try to pay be EMT (Interac Email) if you and the seller are set up for electronic banking. EMT removes a lot of delay in remote transactions and also provides the seller assurance that you're not a tire kicker. I find EMT particularly useful when you find a "smoking" deal and want to close it ASAP --- I've had sellers request money orders and then phone me back a few days later saying that the rifle was sold locally. Mind you, these are non-CGN sellers --- never had this issue with anyone on this board.

3) If at all possible, try to arrange a deal through the EE. The trader rating is not perfect, but it does provide a measure of confidence for both the buyer and seller.
