The Canadian Government Surplus website has an interesting posting by the Department of National Defense for surplus brass and iron cartridge cases.

You might also want to check out the CONDITIONS attached to the sale. Those conditions are also binding to anyone you sell the cases. That is why they will go for scrap. And it doesn't exactly go cheap either.
