You shouldn't need a gunsmith for that, all it needs is a fake can, a trimmed stock forearm, a scope mount and bipod.

Bit of lathe work needed. A piece of aluminum tube needed. Turn a bushing with OD of tube ID that will be a snug fit on the barrel back toward the breech. Turn off the front sight base. Make a bushing to fit here that slides into the tube. Tube is now supported at both ends. Assemble with JB Weld. Hog out the stock. Finish tube with rattle can black matte.
If the tube needs to be longer than the 10/22 barrel and will extend out beyond the muzzle, don't install an end piece with a small diameter exit hole. That would create a large expansion chamber that just might muffle the shot a bit. An end piece with a tube extending back to the muzzle would avoid this.
Anyway, creating a visual lookalike would not be particularly hard to do.

Shooting in the leg/knee/groin is asking for a hole in the femoral artery and that equals death in only a few minutes, even with immediate medical attention.The story I read was they were shooting Arab protestors in the nards.
