Anyone with EXPERIENCE with 80% lowers???

I'm wondering if anyone can give me and I'm sure many more who are interested in buying and completing an 80% lower receiver I'm not interested in making one to save a buck I'm solely interested in it for the hobby aspect I already own a completed Ar but would love to make one from scratch!!! I called the cfo and no one knew what I was talking about so they asked the supervisor which couldn't take my call for whatever reason and directed staff to tell me to email them which I did and no one has replied it's going on a couple weeks now so I figured I'd give this a shot and see if anyone knows exactly how the process works. Questions I would like answered is...
What is the first step? Completing/milling the lower? Or registering it?

When you get to the point where it will except a trigger group ,
you need to register it as a fire arm.

If the RCMP's fire arms lab can tape it to an AR upper and detonate one primer ,
they class it as a AR lower fire arm that needs to be registered.
