Anything you can hunt without a license?

Give the bear some warning shots (ie Scare it with loud noises from your bang-stick) If that doesn't get yogi moving out of the area, then you may have more cause to look at killing him.
 
Don't take my word for it, but I believe the killing of a black bear without a license / in season only applies to livestock predation:

Black Bear and Coyote*
Any person who is (a) the owner or occupant of privately owned land, or (b) authorized to keep livestock on public land, or (c) a resident authorized by a person described in (a) or a resident authorized in writing by a person described in (b) may, without a licence, hunt (but not trap) black bear or coyote on such lands, at all times of the year.


Those regs only mention livestock as one of the OR's.
Let me break it down:

Any person who is the owner or occupant of privately owned land, may, without a licence, hunt (but not trap) black bear or coyote on such lands, at all times of the year.

Any person who is authorized to keep livestock on public land, may, without a licence, hunt (but not trap) black bear or coyote on such lands, at all times of the year.

Any person who is a resident authorized by the owner or occupant of privately owned land may, without a licence, hunt (but not trap) black bear or coyote on such lands, at all times of the year.

Any person who is a resident authorized in writing by a person who is authorized to keep livestock on public land may, without a licence, hunt (but not trap) black bear or coyote on such lands, at all times of the year.


In short, if you own or lease land or if the owner or leasee give you permission you can whack yotes and bears all year long.
