please correct if im wrong ( probably am :) ) and discuss. i do not need any, but would like to know the law.

thank you.

AP is fine. So are tracers. Incendiaries are not, so APTI and API is illegal. Most ranges won't let you shoot AP or trace. Too many bozos damaging range equipment with AP and a preceived fire danger in summer.
You won't be able to buy it Stateside and import it without their export permit anyway.
Stateside, .30-06 and 5.56 AP is legal, but 7.62NATO and 7.62 x 39 AP is not. Remember that logic doesn't apply.

Its funny, even though most of the czech stuff that we get is steel jacketed and NOT steel cored (AP) it will still penetrate armor.
I have penetrated 1/2 inch steel plates with the 7.62X39 steel jacketed czech stuff before, would that not penetrate a vest? I would think so?

I believe possession of handgun ammunition designed to penetrate "armor" is a no-no for civilians.

Only if it's got a purpose-built steel penetrator or similar; .500 S%W, .454 Casull, even .44 Mag will do most level II vests at short range IIRC.

The NIJ ratings state that a level IIIA vest will stop a .44 Mag 240gr SWC @ approx 1400fps, but II or IIA are only really rated for .357 and 9mm rounds based on the classification tables I've seen.

So, technically, larger rounds are "designed to penetrate armor" but we all know that purchase of these rounds is still 100% legal.

NIJ IIIA will usually not stop rifle bullets, most body armour is designed for low velocity, pistol type slugs, most rifle bullets carry so much energy that they will slice through most vests like nothing.

I'm not sure which threat level will defeat rifle rounds, but the bulk and heaviness would preclude it from being worn on a continuous basis.

I've been wrong before, but I believe you need armor plates to stop rifle bullets. Fortunately, the 2 inch barrel 22lr's easily stopped by soft armor, are prohibitted.
