Applying for Long term ATT before RPAL Arrives?

Hi there,

first of all I live in BC. My RPAL has been issued and im just waiting for it to arrive in the mail. I recently went out and paid for an M&P 9mm. I have a membership waiting to be finalized at DVC range in PoCo, just need my PAL number. I have a few questions though.

Can I call the CFO and get them to fill out an LTATT form BEFORE i actually receive my physical RPAL license in the mail? I have heard that when you go to purchase your first handgun in BC you need an LTATT first?

Also how long does it take to receive the LTATT? is it possible to go to the gun store with my RPAL and just get a Short term ATT to take it home right when i pay for it? I don't really care about having to wait to take it to the range, I just want to be able to take it home in a reasonable amount of time.

When you put the deposit down on the M&P, did you have to pay full? Or could you pay Half now and half when it comes? Or does it just depend on the store?

i paid half, i think it depends on the store.
