Applying for restricted, when you already have non restricted

I recently received my course report for the Canadian Restricted Firearm Course and I have a few questions about the application ( I know I should call and find out these questions, but I wont be able to call within operating hours for a few days cause of work, and Im stressing out already). Must I send in another photo even though they should still have my photo for nonrestricted on file? It says if you have previously had a firearms license that you dont need to send a fee, does that mean since I hold a nonrestricted firearms license that I dont need to send a fee? Or are they talking about expired licenses? And lastly, do I need to send a copy of my non-restricted course report with my restricted one? Thank you very much for any information you can share.
