AR-15 scope rail? Please Help

I aquired this from some scopes purchased in an estate deal, anyway I am not familiar with AR stuff at all just hoping someone could identify and possibly give a value. I know it is a scope rail but not sure if anything is missing. I should post in EE but dont know what to ask. Would give someone a good deal but dont know where to start or if anyone could even use it.

Well that looks like it's a rail you attach to the top of the carry handle on the M16A2, http://www.rbprecision.com/id9.htm check ARMS #2, not Colt brand, but looks like the same item.

So, seems like a base retail of about $65. Not sure how the value will be altered by the Colt branding and/or age of the thing.
