AR ban

I currently do not own an AR type rifle. If I purchase a stripped lower does that mean I own a restricted AR rifle? And after owning A restricted AR lower am I allowed to Purchase any and all parts to attach to said lower AS THE RULES STAND NOW.

if you purchase a stripped lower, yes, you will own a restricted AR rifle.
You don't need to own a stripped lower to buy the other parts. You could buy the parts without the lower.

You legally own the firearm once the transfer is approved..
You do not need to own a lower to buy the rest of the parts

First step will be to stop the sales and transfers.

If they proceed with an OIC ban, you might not have an approved transfer prior to everything being frozen. If you are going to do it, do it today, but be prepared for disappointment. Keep in mind that you may or may not be allowed to retain whatever you get.
