Someone can tell me .If i buy a AR Lower Receivers Stripped Only.
and Registered a Receiver on paper.
If i put it Hammer, Trigger , Stock.etc .all together.
but NO UPPER with BARREL .
Do i need Re-Registered??????

you only have to notify them of a status change. since it still cannot fire a projectile then you don't need to say sh!t.

that being said, i am now going on two years waiting for paper on my AR for a change like what you described. there is someone here that is waiting even longer.

don't worry as long as there are papers for the lower

What about bring to club. (offcouse have ATT)
After bring in to club. i put a upper belong to my friend.and try to shoot.
Is that ok???
than i take home the lower only.
is that OK. do i need any paper something????
If i want to notify them of a status change . how ??just phone them???

You have 30 days to notify the CFC of any change in the status.

Sooooo.... as long as the upper is removed within 30 days, you are in full compliance of the law.

what is mean 30 day??
you mean when i buy the lower after 30 day??
BUT I BUY the lower 3 month ago. until now all parts is on hand.
if i done the lower tomorrow . than i going to notify them status change. Is that OK?????

What he said was that if you add an upper to it you have 30 days to notify the cfc of the change. If the change is undone before 30 days have elapsed then there is no need to tell them.

Do you think people who own mulitple uppers call the cfc each time they change uppers?

No. A complete lower is still a frame/receiver. Your AR receiver is on your att. You can take it anywheres that's approved an covered by your att.

Basically, you tell the police officer that you store the upper and lower seperately. the upper is never on the lower for more than 30 days at a time and you are not violating any laws.

Your ATT should say it's valid for all restricted guns registered to you. this includes AR receivers. It's legal to take it to the range and shoot it all you want, so long as the upper is not permanently on the complete lower.

That being said, if you fax the paperwork into the CFC and carry around a copy of that fax, you'll have less issues.
