AR registration help!

Hi everybody.
I'm trying to gather all the pieces of an AR and put them together myself to do some learning and have some fun! I'm a skilled tool and die maker and I have my restricted PAL. Also a member of a handgun club with a valid ATT.
What I need to know is;
What part of the AR is registered? Upper? Lower?
And does that mean I can buy the other parts at shows or here in EE without worrying about legalities?
Also, could someone please tell me how the whole owner to owner transaction should go down?

the lower is the registered part. it has the numbers on it. the rest is just parts. they need no registration.

the transfere is the same as a handgun. you in ontario have a bunch of strange hoops to deal with.

do a search for more info.
 
In Ontario, if you buy just a lower- you will receive a registration certificate for a lower. If you make any changes to the unit (ie: add an upper, making it a complete rifle), you must notify the CFO within 30 days.
