Does anyone know at what point a stripped upper is no longer considered an upper.

If someone were to section one in half to use as a display piece, is that legally transferrable?
 
I imagine if it was deemed inoperable by whatever source the powers that be trust (verifier, licensed smith?) you could get the registration changed and it would be a paperweight.
 
i don't have one to section, but i'm just wondering how I could go about getting one without stepping on the wrong side of the legal lines?

This is totally uncharted territory.

Before May 1st; An upper was legally nothing.

Anybody could buy them, sell them, and transport them however they wanted.
No license was needed. No registration (not even a serial number).

And now they're completely banned.
But there's been no thought given to how such a ban would be enforced on the masses.
