Ar15 Adjustable Gas Blocks?

Does anybody know of any Canadian dealers that sell AR adjustable gas blocks? Wilson Combat, JP Precision perhaps?

I'm not too familiar with the JP blocks. Are they adjustable with the handguard installed?

If it has vents yes, easy to access from the top right side.
