I don't own one, but I found an interesting offering called the Kali-Key, making AR15s California compliant bolt actions with simply replacing the bolt.
Passed on for the information of those who may own one.

yeah don't think that will work here it is the lower that is the firearm. . How the upper cycles is not relevant. If it did you could just remove the gas tube and plug the hole in the barrel and make ur AR 15 a single shot

AR15 are restricted by name, so when the prohibition starts it will just be a simple classification change by name

There is no towel to throw, an upper can be bolted to a lower is a variant and a converted receiver is still just a AR variant.

No it's reading and knowing what makes an AR 15 restricted.
You can remove the gas tube and weld it shut.
Remove gas port from bolt and drill it out.

You still have a semi auto AR15 restricted lower.
