Are all Rem. 700 actions the same

The screw spacing is the same on all short action 700's. The screw spacing is the same on all long action 700's. The difference between ADL and BDL is the bottom metal.
 
Dimensionally, all Rem 700 short actions are supposed to be the same. Bolt faces will differ due to caliber. Fit & finish will vary with the particular model and year of production. I generally find that older 700s are generally of better quality than more recent production guns. Around the mid-90s Remingtong started instituting cost saving measures that saw QC start to slip a little. They're still fine rifles, but just not as fine. An SPS is a great entry level gun and is priced accordingly. It is built to that price point to compete with similar offerings from Savage, Tikka, etc... The BDL and CDL versions have better fit/finish and are more "refined." Any of them will serve admirably as the basis of a custom build as you're going to be refinishing anyway!:)
 
Tube gun, NICE!

Don't worry, if you order a tube gun kit spec'd for a Remington 700, (short action or long) You will get a kit that fits EVERY 700 action of that length.

If you're going to those lengths, go for broke (no pun intended) and ditch the factory barrel. Those tube gun kits are sa-weet; but to really make a shooter of it, go with a match-grade barrel. For 30 cal, you can't go wrong with a Mick McPhee barrel and installation.
