Saw this on an american sellers website, they have one that is marked P WEBLEY AND SON BIRMINGHAM. Are these antiques in Canada just like the military marked Webley Mk I's?

Yes, all webleys marked "Mark I" on the left side of the frame are considered antique.

I even have one kitted with a full smokeless mark 5 barrel assembly, made in 1916 with a "Mark I" frame which is considered antique.

Yes the commercial ones are antique too, the FRT says that ""P. Webley & Son", "Richard Ellis & Sons", and "W & C Scott & Son" merge to form "Webley & Scott Revolver and Arms Company, Limited" on the 21st of October, 1897."

One added bonus of the commercial ones is they have an extended cylinder latch, making it faster to reload (more leverage = less force required to open the latch). And the trigger is more rounded, making the double action pull smoother. They also just generally tend to be fit and finished a little nicer than military ones too
