Are tracer rounds illegal in Canada?

Hello all, I just recently took the PAL course and the instructor said that tracer rounds were illegal in Canada. I knew that the incendiary rounds were illegal but I thought tracers were still good. I know they are harder to get than they were but I'm sure I have seen them in the stores. Anyone know for sure? Thanks
 
The Explosives Regulations of 2013 which I believe are still the current laws removed the restriction on tracer ammunition and it now reads "can be considered for authorization and commercial sales, provided that it is proven safe for use based on test results". But I don't know if anyone has moved on this change within Canada.

As far as import, tracers are listed as needing an import permit under the regulations for what can be imported without a permit by individuals. Tracer rounds are not listed under the prohibited explosives for import but the other list of allowable goods is leading to a dead link currently on the NRCan website. But it seems some importers say they're prohibited. But who knows if they're current.
