That makes me sick really... all of the law enforcement resource used to monitor those that are legally allowed to own guns.

Those are resources that could better be put use monitoring those that are NOT ALLOWED to own guns.

Aaah but there might be a slight element in danger challenging the bad guys, something they don't need to worry about harassing the law abiding.

Those are resources that could better be put use monitoring those that are NOT ALLOWED to own guns.

The idea is actually sound, they are looking to catch the people with firearms prohibitions or gang affiliation that are unlicensed going to rental ranges or with licensed individuals as their "guest" to practice.
