Arisaka Type 38 Question

I recently aquired a dust cover for the type 38... however, when I attach it, it snaps home fine, but when cocked, I cannot depress the trigger to fire the rifle, it is as if the dust cover is lifting the bolt handle from being flush with the wood stocking. Is this supposed to occur? I do not know if the dust cover was supposed to be removed before firing, is this an added safety feature? Perhaps I recieved a dust cover from a Arisaka Type 99 or a Type 30? I am unsure, but it fits snuggly and properly.

If anyone can help, I would be much appreciative. Thank you!

Type 99 dustcover is different in dimension from that of the Type 38. Position of the bolt handle slot may be causing your problem. The cover was intended to stay on the rifle at all times. In practice they were often tossed away because of the noise caused when the bolt is cycled.
 
if it's a type 99 dustcouver that lip at the end will catch. if it's a poor repro dustcover you will have the same problem as well.
 
Hello:

I have 2 dust covers, one is very thin and has no number stampings on it, it appears to fit on my Type 38 Long Rifle, but easily falls off the rifle when the bolt is cylced, perhaps I'm not putting it on right. I will take pictures of both dust covers and show them here
 
dust covers are numbered. if its on the bolt and the geoves fit on the receiver it shouldnt fall off.
 
Update: The rusty one fits on the carbine properly, but if pointed downwards while cocking the bolt, it easily pops off and hands off the bolt handle/falls off.
