I'm curious as to what people think on this topic? My opinion is a custom action constitutes a custom gun and a trued factory action is a semi custom.
At what point does a rifle become a custom?

I think most would agree with you although I'm not really sure how important the distinction of custom vs semi-custom is?

The way I see it is like this:
After market action / Custom Action (Defiance, Stiller, Ultimatum etc) with after market barrel (Benchmark, Kreiger, Bartlein etc) = Custom
Blueprinted Factory Action (Remington, Tikka, Howa etc) with after market barrel (Benchmark, Kreiger, Bartlein etc) = Semi-Custom
Just my 2 cents

Semi-custom is a rifle you can order off an options list. Custom is a one off for you. If you source parts and get a mechanic to put them together I guess it’s a custom car, so a rifle done the same way would qualify too. “Custom” isn’t necessarily better performing or looking. Many custom hot rods sell for 1/2 the cost of building them.
Of course “custom” is subjective, this is just my point of view.

Putting a factory gun in an aftermarket stock and calling it "custom" is like putting winter tires on your Kia Soul and calling it a "custom" car. Just because you changed something from OEM, doesn't make it custom.
Custom in the truest sense would be yourself, or you and enlisted help (i.e. a gunsmith) spec'ing or "designing" a rifle from the ground up with specified parts.
Putting an aftermarket barrel on a gun is not "custom". Truing a rem700 action is not "custom". It's an upgrade and an enhancement on the original OEM form, but not "custom" by any true definition.
In all reality, the word "custom" or "semi-custom" is pretty meaningless in the precision rifle world, and has been really watered down over the years.

Funny thing is, I have never considered any of the highly modified match rifles “ customs”, they are simply “ match rifles”
my hunting guns? Well yeah, different story! LOL
Sort of like competing with a modified gasser that is not street legal but your daily driver is a hot rodded ‘66 Malibu!
I truthfully cannot answer the question , some of my hunting rifles are customized and five are all out customs.
all of my match rifles have been modified to one extent or another ......

So WTS adds on EE should read:
Enhanced Tikka T3x rifle wearing a improved 24 inch barrel supported by a better platform and aftermarket trigger release engineered for better overall feel and function.
I agree the word "custom" is overused just like people calling their 17HMR a sniper riffle - guess to each their own.

When it gets a one-of-a-kind safe kiss, or when someone screws some aftermarket plastic on it (according to EE) 
Edit: KTHOMAS has it right - it has to be designed and built to spec. A bespoke rifle. I'd even go so far as to say having the stock made to your exact size.
