Athlon elevation problems?

Howdy! I have a bit of a mystery.
My brother recently put an Athlon 4-20x50mm scope on an old Walther Standard rifle that has been stellar in the past for me.
I sent him a one piece Sphur mount (1" tube) for it as well for his Vrails , the mount was previously on a 54 match of mine.
He just phoned me perplexed that he was about 8MOA short of elevation to get it on center at 100 yards!
When I asked, he said tgat he had in fact ran the turret all the way down then up to possibly release anything stuck inside the scope.
My first thought was, it's a scope issue , not the mount.
I have never run into this issue before with a 1" tube and standard mounts.
Anybody have any inside or experience with the Athlon scopes at 100 yards?

Argos? w/80 moa in a 1" tube?
if he can get some distance in the yard, he could do a high target test, without shooting, to measure the amount of adjustment available maybe?
 
That argos has 80-MOA TOTAL adj, so maybe the mount is too high ? was the scope 'centered' when he mounted it ? Maybe he should count cliks to get to the actual center ? They're not always centered from the factory, and if 'used' who knows where it was ?
 
Figured it out - well, he did anyway.
The biggest issue with long distance questions and the internet is not having the subject in question in one's hands!
Turns out the center turret housing of the scope JUST hits on the mount.
So, tightening the rear screws first , of course had the scope in an elevated attitude - enough that he ram out of elevation !
Problem fixed, thanks guys!
And yes, it was perplexing to say the least!

When it was initially installed it was centered, then bore sighted.
That is when he first found the problem.
