ATT question

I just received my Restricted PAL in the mail today. I realize that you need an ATT to transport a Restricted firearm, but do I need a separate every time I want to go to the range? I thought that was still built into the license?

You need an ATT to transport a Restricted firearm. NR firearms don't need an ATT. Yet.
Did you get a page listing special conditions along with your PAL?
 
Sorry for the typo above. I just got my Restricted PAL. I already had a NR. I didn't get a page listing special conditions. Just the new PAL.
 
They send an updated transport conditions paper when you get your first restricted firearm. Or at least thats what it was a few years back.
It will come in around the time you get a registration certificate +- a week.

No you don’t need a separate ATT to transport your restricted firearms to the range in Ontario.

You should get a paper part to your plastic R-licence card. It lists Changes To Your Firearms Licence Conditions (conditions that were removed), Standard Conditions and Special Conditions which specify that you can transport your restricted/prohibited firearms within YOUR PROVINCE OF RESIDENCE from the place of acqusition to your home dwelling and to "and from all shooting clubs and ranges approved under Section 29 of the Firearms Act by a route that, in all circumstances, is reasonably direct for the specific indicated purposes". It also states: "Carry this document with your licence card as you must be able to produce this document on demand if requested by a peace officer or other authority".

I received my renewed R-PAL on July 28/2021 so this is up-to-date information.

This is what I was expecting, but the paper part I received did not say any of that and had nothing under special conditions.
 
...and it wont UNTIL you actually acquire your first Restr firearm. As mentioned earlier, then you will get a new PAL(identical to your recently received RPAL in appearance) but it will now also state conditions apply, those are on the paper. So nothing changes until you actually purchase a Restr firearm..

This doesn't make any sense. So they just sent me a new PAL that says RPAL on the back with no stated conditions. I can now use that to buy a restricted firearm after which they will send me yet another RPAL with conditions? This just seems very inefficient and time consuming for no reason.
 
Yup...Typical Govt efficiency in action...Maybe if you voice your concerns loud enough, Justin will give you an apology and a promise of a big fat cheque :) Seems to work for others, so why not give it a whirl :)

Why do we have to carry a piece of paper . It is in the firearms act that we have an automatic ATT
Target practice or competition

(1.1) In the case of an authorization to transport issued for a reason referred to in paragraph (1)(a) within the province where the holder of the authorization resides, the specified places must — except in the case of an authorization that is issued for a prohibited firearm referred to in subsection 12(9) — include all shooting clubs and shooting ranges that are approved under section 29 and that are located in that province.

Marginal note:Exception for prohibited firearms other than prohibited handguns

(2) Despite subsection (1), an individual must not be authorized to transport a prohibited firearm — other than a handgun referred to in subsection 12(6.1) or a prohibited firearm referred to in subsection 12(9) — between specified places except for the purposes referred to in paragraph (1)(b).

Marginal note:Automatic authorization to transport — licence renewal

(2.1) An individual who holds a licence authorizing the individual to possess restricted firearms or handguns referred to in subsection 12(6.1) must, if the licence is renewed, be authorized to transport them within the individual’s province of residence to and from all shooting clubs and shooting ranges that are approved under section 29. However, the authorization does not apply to a restricted firearm or a handgun referred to in subsection 12(6.1) whose transfer to the individual was approved, in accordance with subparagraph 28(b)(ii), for the purpose of having it form part of a gun collection.

(2.2) If a chief firearms officer has authorized the transfer of a prohibited firearm or a restricted firearm to an individual who holds a licence authorizing the individual to possess prohibited firearms or restricted firearms, the individual must be authorized to transport the firearm within the individual’s province of residence from the place where they acquire it to the place where they may possess it under section 17.

You usually have a general RPAL and ATT added to it. CFO, might revoke an ATT as a first step before license revocation, it is much less labor intensive. BTW, any restricted purchase triggers a review of your RPAL. Some provinces' CFOs do it in 5-7 days, some months. Unless, of course, if you are a paid RCMP informant from NS, then you don't need a PAL or warrant any attention from RCMP.

They can also raid your house on the "wellness" check. If you have a spat with your spouse, she can call them and get all your firearms confiscated and then you have to go to court to get them back.

And there is a bunch of storage and transportation rules, which 90% of beat cops do not know, so they always err on the side of caution. And your behavior is checked daily via police database, so any "incidents" will prompt a visit.

In short, welcome to the "undesirables", aka "extremists" and "mass murderers in waiting" (minister of public safety Bill Blair).
