If I were you I would phone in to apply for your ATT. You will have to fax or scan and email your range membership card but you can also request that they email your ATT to you and just print it off at home. Much quicker that way.
I applied for my ATT before I even got my RPAL in the mail, just called the BC CFO and explained I wanted to start the paperwork, they looked up my file, asked me to fax a copy of my range membership and said they would process it.
I'm in the process of having one gun transferred and am buying another one tomorrow. Allegedly having the ATT in place already may speed up the transfer process...but I'm not holding my breath, it is the BC CFO office after all!
