Does anyone know where I can get an Applied Weapons Technologies (AWT) Long Range Precision chassis (LRPC) here in Canada? Or does anyone have recommendations for a different chassis system for a reminton 700 short action under $1000 readily available in Canada?

Well the 2 or 3 on the left look very much like the MDT LSS, So if that is the look and characteristics you are after I would look at the LSS. There is currently a thread about the MDT chassis with guys posting pictures.
