What specifically do you think was tinkered with? I just got one a month ago in 45 70. I found a manual online. It doesn't tell you anything much.
I could be wrong but my experience with other Baikal doubles (which were shotguns) is that they would automatically engage the safety when the action was closed. This one does not, and I believe people would sometimes open up said shotguns and remove the piece that performs this action. I do not know if it is functioning as designed, as I do not know how it was intended to function.
Otherwise there's a crude shim between one of the barrels and the forward "barrel band", not sure if that's the correct term for it but eh. I'm guessing it's how somebody attempted to regulate the barrels vertically, which isn't a big deal but is indicative of somebody tinkering. Also the action is incredibly stiff to open far enough to extract/load shells, having looked at it closer and hit it with some solvent/oil (barrels were super fouled and the action quite dirty, the person I bought it off said he never shot it/rifle was as he got it, and I believe him) I managed to get it freed up somewhat, initially I thought something might actually be wrong very with it. It may well be the firearm is as the factory built it and it needs to be cleaned and deburred.
Either way I intend to fully tear it apart, and even an exploded parts view is very helpful for that.

Yes, the safety should go on automatically when the barrels are closed. Yes, someone put that shim there. And yes again, they are very stiff to open. Mine is very stiff and I have to really keep downward pressure on the barrels to extract the loads. May get better over time as mine has only had 6 bullets through it. But the stiff opening is a common complaint on these.

Safety should engage on opening. If its been shimmed its been screwed with. They are tight. It was common to polish the metal away to allow it to open further. Mine is very accurate with both barrels shooting very tight groups. They poi are stacked vertically with my loads. Factory settings with factory trapdoor rem loads it was very well regulated

Do you find it more accurate with a heavier grain bullet? I just acquired mine recently and haven't yet ordered any ammo so was kind of wondering what they might like as a starting point. I had read that they seem to prefer the heavier grain bullet.

OP, the stiff opening thing - I had a rifle and a double shotgun - both were similar - go online to Cowboy Action sites - several discussions how to tune them - could be rough bores where the main action springs run and/or where the action bars run - could also be that those springs are too stiff or too long. If you want to play with it, get a replacement set of the action springs - shorten them a coil at a time - opening will get easier and it will open wider - have to remember that same action of opening is also cocking the hammers / strikers, so always need some resistance felt from action bars cocking the strikers - easy enough to go too far - really easy to open, but hammers / strikers maybe do not get cocked. Hence, modify replacement springs, not your originals - if you can not find replacements, don't try to alter the originals, in case you go too far...
I run 405gr bullets. Both barrels are extremely accurate. The factory adjustment was 5mm spread at 50m and shot that way for for me but i didnt want to use 1300fps loads. I played with lighter bullets and faster speeds which really widened the regulation. The heavier bullets at 1600 to 1650fps. Regulate well and hit hard for me. Jacketed in right barrel hardcast in the left
Interesting. Too bad I have no idea what loads mine had been regulated for. I'm torn on pulling the shim and starting over on zeroing it, or leaving it and seeing what happens. I ordered some 405gr Remington SPs to start with and see how it goes. Maybe I should pick up something faster and lighter to see if that's what whoever previously had it was using.
