barrel length matter?

Yes. Unless it came from the manufacturer that way.

No as long as it came from the manufacturer that way. Ruger makes a M77 with a 16.5" barrel. It's non-restricted.

I don't think so, the 18.5" barrel restriction is for semi rifles, not bolts or levers. The 26" OAL comes into play, and under 16" is the magic number, I've seen many rifles with 16" barrels over the years. - dan

on anything but a semi centerfire you can have an aftermarket barrel under 16" as long as the OAL is over 26"
