Barrel length or Overall length?????

I know this subject has been posted many a time,but I am in a state of confusion :?
If one were to cut down a shotgun barrel,what matters most.The barrel length or the overall length :?:
I'd like to make a backpacker/camp gun that'll be legal.

If you cut the barrel yourself the minimum is 18 1/2". If you make a new barrel it can be shorter then 18 1/2" and remain non restricted if the over all length of the gun is more then 26".

I guess then,I made a new barrel if I understand correctly?
The new barrel is fitted with a bead front sight and the o/a length is 34 1/2".

I believe that if you make a longer barrel shorter than 18 1/2 in ,you didn't make a NEW barrel, you modified a longer barrel to less than 18 1/2 in which is not legal. But if some COMPANY manufactures a NEW barrel from scratch it can be any length as long as the overall length on the firearm it is put on , ends up with an overall length of 26 in. I would imagine that the manufacturer would have to have it's name and barrel length stamped on the barrel.
