Barrel Length?

Hello gents. Can you tell me how you would calculate barrel length on a bolt action rifle? Weatherby says the Mark V Accumark has a 28" barrel (338 LM) meanwhile my tape shows 25" from the end of the barrel to the action. Even measuring to the end of the receiver ring is only 26.5".

The only measure that gets me close to 28" is with the muzzle brake on - and it was my understanding that a non-permanently attached muzzle brake is not considered part of barrel length.

So how do you calculate it?
 
Here's the piece from Wby: Weatherby is giving an "overall" length, not the Canadian "legal" definition of barrel length.

Thank you for the clarification Galamb. Apparently I could not find that. The piece about non-permanently attached muzzle brake came from a US based Brownells video

Usually done from a closed bolt face to the end of the muzzle, not including any attachments whether the attachments are permanent or removable. Most guys use a cleaning rod and mark it and measure.
