Many different barrel lengths are made for many different circumstances.
Legally any manufactured barrel can be as short as you want. (there are 6" barrels avail for rem 870s for instance)
Legally any cut down shotgun barrel can only be cut to 18" on a manual repeating shotgun.
Legally a barrel can be cut to 18.5" on a semi-auto shotgun. (magazine can not hold more than 5 rounds.)
Legally all shotguns must still conform to overall minimum length including stock which is 26".
Actually all measurements per the regs are in metric mm.
So do your self a favour and pick up your gun training manual and find the references in that book.
