Barrel length?

So my understanding, correct me if I'm wrong, is that an individual cannot shorten there 22lr barrel to less than 16.5 inches. That is to say, I can't take my hacksaw, cutting torch, etc. in my garage/basement and go less than that, but, if it's a manufactured barrel, it can be any length as long as overall firearm length is over 26.5 inches. If I have that correct, is there a simple, legal solution for me to buy/ build a 10 to 14 inch bolt action 22lr. There seem to be lots of options for semi autos, but not so many for bolts. I know Norinco and Stevens used to put out 13 inch versions, but what I would like is a decent quality bolt with around a 12 inch heavy barrel. Is there a legal way I can achieve that? Thanks for input.
 
Do not cut below 18", not 16 1/2".

If you want a bolt action with a 12" heavy barrel, install a replacement barrel.

Both of your numbers are wrong. You can cut your barrel down to no less than 457mm (17.992"), as long as it's more than 660mm (25.984") in it's shortest fireable state (I.e. if the stock folds/collapses, and it can fire with it folded/collapsed, it must be 660mm long in that folded/collapsed state).
 
A gunsmith can rebarrel most anything. The cost will be much higher than a prefit for a 10/22 of course. Dlask comes to mind but there are many others. Unless you are set up to do the work yourself then that is your only option. And your line of thinking is correct except, of course, the number is 457mm or 17.99". So the 16.5" Dlask barrel on my 10/22 is perfectly legal but if I cut the factory 18.5" barrel to 16.5" it would be prohibited. This is what happens when you let your mechanic do your bypass surgery. Or let office cidiot politicians make gun laws, for an equally abstract comparison.

If you want a bolt action, the easiest today is the CZ457. A prefit match barrel can be speced at pretty much any length you want.

Just make sure the rifle meets OAL specs when barrel is installed

Okay, thanks for the replies. So if I'm understanding this, I could take any bolt action 22lr of my choice and have it re-barreled with a custom, say 12 inch barrel from Lija, Dlask, etc and I'm legal, I just can't shorten an existing barrel to that length. Quite a few years ago I had a 10/22 with a 12". It was really handy for checking fence lines, carrying on the quad, etc, but I'm more of a bolt guy, so I was thinking I'd like something along those lines in a bolt. Thanks again, you've given me food for thought. I'll start looking into my options.
