Barrel/overall length

Hey folks, can anyone guide me to the regs, regarding shotgun Barrel/overall length legalities! Just want to help a buddy win an argument!

Shotgun Semi-Automatic: OAL must be greater than 26", otherwise its restricted. Barrel must be greater than 18", otherwise it is also restricted.

Shotgun Manual Action: OAL must be greater than 26", otherwise its restricted. However, barrel can be any length as long as you didn't chop it off yourself. If you chopped the barrel below 18", it's a "sawed off shotgun" and therefore prohibited.

Examples:
Benelli M4 18.5" barrel: Semi auto, non restricted.
Benelli M4, 14" barrel: Semi Auto, restricted, no matter what stock or OAL.

Norinco Grizzly 14" barrel with regular stock (OAL 34" or so): Pump action, non restricted.
Norinco Grizzly 14" barrel with pistol-grip-only stock (OAL 25" or so): Pump action, restricted
Norinco Grizzly 18" barrel, sawed off to 14": prohibited.
