Barrel Refinishing

I have a chance to buy a rifle that has is a little bit dark and frosty. Is there any way I can restore the barrel at home?

If it is the outside of the barrel - maybe.

If it is the inside of the barrel - no.... no one can, dark and frosty means lots of metal is missing.
