New to the longrange shooting hobbie, I'm mostly a lightweight mountain rifle with small scopes kinda guy, got a bunch of them but I've always had a interest in the 300 ultra mag, I've owned a couple. Shot lots paper and lots of game with the caliber, but nothing over mid 300 yards.

I just bought a new scope for my M700 300 RUM, to get it better suited for longer distance practice. I chose the Zeiss Conquest 6.5-20x50 1" tube.

This is the first 50 millimeter scope I"ve owned, Do I need a Medium or High ring its got a factory contour magnum sporter barrel ?

Another thing I need to sort out is the base, I shoot a 200 Accubond at 3200 FPS, probably won't shoot much more then 600 yards in the next little while but I'd like the option to extend that range once I can find a place to shoot that far.

Any recommendations on a Base, Ring set up would be greatly appreciated

You will need to dial roughly 22 moa to reach out to 1000 yards with the 200gr accubond at 3200. I can tell you that a Farrel 20moa rail and Leupold mk4 medium rings works on a straight taper barrel with a 50mm scope, I would say low tactical rings or medium Leupold QRW should work on a sendero contour barrel.

Is a 10 or 15 moa base a waste of time? i'm running a Bansner stock right now and would like not to have to modify it with a raised cheakpiece, so if I can get acceptable adjustment with a lower setup then that would be ideal.

Before you run out and spend a bunch of $$, check a couple of things. How much elevation is availible in the scope? If you only need 22 minutes to get to 100 from a 100m zero, you mihgt have enough in the scope w/o a sloped base. If you want the lowest possible setup, use Burris signature zee rings w/ offset inserts. They'll buy you up to 20minutes of extra elevation, w/o any extra hight or bulk.

The zeiss 6.5-20x50 is notorious for limited adjustment, zeiss recommends installing the scope on a 20 MOA base so that more adjustment is avaliable

I figured that was why you were thinking about the sloped base. If you want low profile, weaver bases and burris signature zee's would do what you are after. They grip the tube really well, and can give you as mucj or as little slope as you need/want. They also come in low to extra high, so I'm sure there's a height that can work for you, while still keeping the whole thing as low as possible.
