Base screw sheared off in receiver.....

I was in the process of switching my one piece Leupold base to a 2 pc base; I was tightening one of the screws on the front base and it sheared off flush with the top of the receiver..ugh.

Is this something that can be readily removed by a gunsmith? If so, any recommendations for a gunsmith in the Chilliwack, BC area?
