Bases stuck on a 700 rem....any ideas?

So I'm taking off an old bushnell 2 piece base on my 700 rem....For some reason I cannot turn the screws for the life of me, even chipped a cheap screwdriver while trying! How the heck can I get these screws loose without stripping them? Anybody run into a similar problem?

Get a screwdriver that fits. Support the rifle, or the barrelled receiver so that it is solid.
Put the screwdriver in the slot, give the screwdriver a good sharp rap with a hammer. Try to turn. Repeat. This often will break a screw loose.
You could try Kroil, or other penetrating oil.
If it comes to it, the head of the screw can be drilled off, the base removed, and then the stump grabbed and turned out.
I have also cut off the base, leaving the screw intact, then turning it out.
