I came across a story about someone being charged with having a cocked cross bow. Not sure of the law I looked it up in the BC Govt. site and sure enough it says you cannot have a cocked cross bow on or in a vehicle. What it doesn't say is if there is a bolt or arrow in use. Black powder can have powder in the pan but no primer or flint. How does the charge of having a cocked cross bow work if there is nothing to fire but an empty string? I don't know if they were walking or in a tree stand or riding a quad, just that they were charged.
 
I can’t comment on the cocked crossbow as I don’t have any experience with them but I know if you have a firearm with a loaded mag inserted in the gun and it’s in or on a vehicle and a CO sees it you’ll get a fine. Loaded magazine but with an empty chamber.
 
Absolutely illegal in BC to have a cocked crossbow without a bolt in it on a vehicle. If you are walking at midnight and want a bolt in crossbow, perfectly legal. If you are driving down a dirt road with a crossbow that is cocked, not legal, regardless if you have a bolt in it or not.
