BC, LEH and "luck"

Hi, I have couple of observations to share with. I think the LEH system in BC can be called anything but random. I send at least 3 aplications per year and still waiting to draw anything in the last 12 years or so but at least some of my hunting partners (half a doz or so) got something once in a while. In the last 2 years all of them got zipped to. The talk of the locals is that hunters from Lover Mainland some how are first in line. Also the hersay is that cash inside the aplication envelope is involved and it has lot to do with "luck". I saw at least 3 doz shootable black bears this year (got 2 of them) and piles of coyotes. Mule deer population is down and white-tailes are holding their own. Saw 5 big bull Moose but not even one cow Moose and still the LEH on those are issued. The question is....is Hunting Ministry (hard to keep up with those constant name changes) deficient in inteligence, sabotaging the wildlife menagement process or just sleeping?
 
Yeah, it's true and well documented. The LEH applications are sorted into what region the people come from, and the LML get's special preference because it's known they will have to travel to hutn, and therefore spend money and stimulate the economy. I thought everyone knew this?
 
Do you fill out those surveys they send in the mail? heh.. I doubt that has anything to do with it though.
 
Have you ever tried to apply as a group? It is easier plus you don't have to hunt as a group anyway. Like gatehouse said they are sorted in order to stimulate local economy
