I believe that was a requirement to get such a short package approved.

It also makes sense to have the bolt and stock on the same side to keep the width as narrow as possible when folded.... having the stock fold on the opposite side of the bolt handle doesn't make much sense unless running the bolt with the stock folded is desired for some reason.

More specifically it blocks the safety so the gun can't fire.

FSS – FOLDING SAFETY SYSTEM
When fitted with a safety wedge, the FSS stock locks the safety lever in the safe position when the stock is in the folded position. This makes the rifle non-operational when folded, making it ideal for backpack or other compact carry.

Safety is on the right side, so the stock needs to fold right to block it. Without this feature it would be a restricted firearm.
